Although initial exploratory talks never moved to significant negotiations, there remains interest in a comprehensive free trade agreement between the United States and Switzerland. In this work, Hufbauer (international finance diplomacy, Georgetown U., US) and Baldwin (international economics, Graduate Institute of International Studies, Switzerland) examine the economic issues involved in a prospective agreement and offer drafting recommendations that they feel would offer the most economic benefit for the two countries and would set a "gold standard" for other free trade agreements. They argue for the liberalization of agricultural border barriers and a range of sanitary and phytosanitary standards; the elimination of manufacturing tariffs and licensing restrictions in services; the opening of government procurement markets.
