This book addresses the issue of social participation in urban planning projects, on the understanding that it is through the participation of civil society in drawing up urban policies that effective democratic management of cities will be achieved. With this in mind, a study was carried out on the social participation of the residents of the Jaderlândia and Maguariaçú areas in the 'Sanear Ananindeua' project, with the aim of identifying the extent to which social participation was contemplated in this project and whether Caixa Econômica Federal (CAIXA), as the project's operator, actually fostered participation in line with the democratic city management model. The time frame of the research was from 2006 to 2010. Social participation is the central theme of this study because the project in question received funding from the Growth Acceleration Programme (PAC) and because social participation in urban projects is currently a requirement of the Ministry of Cities (MCIDADES).
