Emmanuel KASONGO MUNGONGO is a Researcher and Professor at the University of Kinshasa in the Democratic Republic of Congo. He is interested in public governance, particularly in the governance of the Decentralized Territorial Entities which are the local authorities of the D.R. Congo. The local dimension taking into account citizen participation in the implementation of public policies, the concern for the training of the citizen being always growing, he calls, through this book, for the global education of citizens in order to better understand and take up its responsibilities in the face of the challenges of humanity. The values explained in this booklet are universal, but for the sake of specification, special emphasis is placed on the DR Congo, the site for the drafting and dissemination of its content, but this does not prevent any citizen of this globalized world from benefiting from it.
