Es uno de los ilustradores principales y más reconocidos de la obra de Tolkien. Ha participado en la realización de los populares calendarios de Tolkien y diseñado numerosos productos relacionados con éste. Su trabajo también se ha aprovechado para los pósters en conmemoración del cincuenta aniversario de la publicación de El Hobbit y para los del centenario del nacimiento de Tolkien, así como para las sobrecubiertas de las últimas ediciones de El Hobbit, El Señor de los Anillos y El Silmarillion. Howe ha colaborado asimismo en el diseño artístico de la adaptación cinematográfica de la trilogía.
