Dileep Singh's name is also included in the list of famous and popular Indian Urdu Humorous writers. He was born in Gujranwala district (Pakistan) but his parents preferred to settle in India. Apart from serving in the Ministry of External Affairs, Government of India, Dileep Singh also used to render his literary services for radio and television. With the encouragement of Fikr Taunsvi and Mujtaba Hussain, he started writing humorous articles for newspapers and magazines, which became quite popular. In this way many of his books were published. This book "Saare Jahan ka Dard (Pain of the world)" is the first collection of his humorous essays./معروف و مقبول ہندوستانی مزاح نگاروں کی فہرست میں دلیپ سنگھ کا نام بھی شمار ہوتا ہے۔ ان کی پیدائش ہرچند کہ ضلع گوجرانوالہ (پاکستان) میں ہوئی لیکن ان کے آباء و اجداد نے ہندوستان ہی میں سکونت اختیار کرنا پسند کیا۔ دلیپ سنگھ وزارت خارجہ حکومت ہند میں اپنی خدمات انجام دینے کے علاوہ ریڈیو اور ٹیلی ویژن کے لیے بھی اپنی ادبی خدمات پیش کرتے تھے۔ فکر تونسوی اور مجتبیٰ حسین کی حوصلہ افزائی پر انہوں نے اخبارات و ماہناموں کے لیے مزاحیہ مضامین لکھنا شروع کیے جو کافی پسند کیے جانے لگے۔ اس طرح ان کی کئی کتابیں منظر عام پر آئیں۔ یہ کتاب ان کے طنزیہ و مزاحیہ مضامین کا پہلا مجموعہ ہے۔
