Exacerbated by dishonest politicians, weak financial controls, and ineffective emergency managers, the city of Detroit and the Detroit public schools have been struggling for years. As Detective Kelso races around trying to solve the murders, he uncovers a pattern of corruption that involves numerous Detroit school principals, a high ranking administrator, and a respected businessman. For over a decade, these individuals have violated the public's trust and have cheated the struggling school district out of millions of dollars.
