In contrast to traditional pork barrel politics, the politics of energy (the shale barrel) in the United States in the 1970's and 1980's is a classic example of the politics of noncooperation. Despite resource scarcity, the clearly perceived higher costs imposed on citizens, and the wide ramifications of the energy issue. American legislators failed to come to grips with the energy crisis in the face of the widespread and urgent calls for a national energy policy. In this proactive, hard-hitting book, the author concludes that there are two main reasons for such legislative futility: 1, that the politics of resource scarcity are not conducive to long-range policy formation, and 2, that legislative myopia must be traced to the preferences of members and their constituents and not to the institutional structure of Congress. Further, he predicts that until the United States is plunged into a grave crisis, resulting in a fundamental realignment of political parties and regional interests, there will be no correction of the present stalemate.
